Phil Golden, Independent Consultant for Golden Energy Solutions, has one overriding mantra for all of his business relationships: Transparency. Whether he is providing regulatory guidance, legal advice, market guidance, or other solutions for participants in the energy industry, he strives to find answers and develop communications that are clear, straightforward, and satisfying to his customers.
“Being able to provide transparency to clients and help them see inside the process and what’s going on is something I really enjoyed doing,” he says. “I’ve been fortunate to get to do that more than a few times in my career.”
In addition to transparency, Golden brings 18 years of experience in the energy industry to his clients, allowing him to tackle tough problems with clarity and success.
“I really enjoy being able to work with people who answer to today’s challenges in the industry,” he says. “I tell people when they ask me, ‘Do you think you can get this papered for me?’ I say, ‘With the exception of peace in the Middle East, I don’t think there isn’t a deal I can’t paper.”
This combination of transparency and experience allow Golden to solve problems that others find particularly challenging. In one memorable example, Golden cut through the confusion created by a developer and supplier building a solar installation for a town landfill. His solution delivered a fixed price to the town through a process the town could see and understand.
“They had a way to see real value and track it and audit it,” Golden says. “It was very clean and neat.”
Confidence, experience, and transparency are qualities that Golden has developed through more than 20 years in an industry he has grown to call his “passion.” While his entry into the industry was based on chance, he has remained because of the deep satisfaction it gives him.
Having worked with many sectors of the industry, as well as with companies of all sizes, Golden is equipped with valuable insights into the growth and changes in the industry. And those insights help him to provide clients with advice and solutions that actually work.
“Because of my breadth of experience in the industry, I can bring solutions to a lot of problems ranging from being a startup retail, what do you have to file? What documents you need in place and providing legal and regulatory support services, to helping doing product structuring and the contracts that go around that as well as understanding the risk you’re taking on in both the wholesale and retail markets. And how best to mitigate the risk, while staying within the rules. As well as advocacy in front of state commissions and legislatures,” he says. “I’ve succeeded a lot more than I haven’t.”

In his nearly two-decade career, Mr. Golden has provided business, legal counsel, and regulatory guidance for energy participants of all types and sizes. He has negotiated and drafted numerous legal documents, appeared before more than half a dozen state commissions, and worked with multiple counterparties to bring potential regulatory or legal action to a satisfactory resolution. He has also testified before various state legislative committees and provided policy advice to staff and elected officials. He earned his B.A. in Political Science from Vanderbilt and his law degree from the University of Texas at Austin School of Law.
